The SC order was to bring the whole debate in the country in a positive manner. For example, it was to put the decision back on the table and to show the way out of what I view to be unfair treatment. But why does the SC order require a high court judgment? It is due to the fact that at present, the court is in a state where it has to entertain only a few cases a day. The government has to consider how to implement what is coming out of it. So there is a real need if there is an issue or controversy, for the SC to go against the majority consensus. Will this allow for resolution of the issue if there is no such consensus? In the opinion of the SC, this court has a role to play in resolving any controversy on the ground of discrimination. Does the SC order solve the issue? At present, only six out of every 10 issues of SC decide can be put before it which means that only 6 out of 10 SC decisions can be taken in a country or a nation. We have to take away the power that there is now to decide, it is not right for this court to have power to be the judge that makes a decision. Therefore, I am very pleased with my order and I believe the judgment takes us in the right direction. What happens now? Will this have the desired effect? As far as they were concerned, we were no more to complain. We just had to make our point clearly in this debate, as they were now demanding an increase in the upper House of Parliament from two or three votes to four or five votes. One would think that this would lead the party to agree to amend the text of the Constitution and also a change in the structure of the lower house of Parliament to get this done, but that could not happen. As early as the beginning of 1983, our leaders decided to do something in this direction. A meeting was held in a private house to discuss the plan. Then on June 27, 1983, during the meeting in Chandigarh, Mr. Swaroop Singh - who had been appointed Minister of Agriculture - was present but he could not attend it as he was going to leave the Congress.
